These Standards will come into force in January 2027.<\/p><p><a href=\"https:\/\/enforcementconductboard.org\/wp-content\/uploads\/2026\/03\/ECB_Standards-on-Vulnerability-for-Enforcement-Agents.pdf\">Standards on Vulnerability for Enforcement Agents<\/a><\/p><p><a href=\"https:\/\/enforcementconductboard.org\/wp-content\/uploads\/2026\/03\/ECB_Standards-on-Vulnerability-for-Enforcement-Firms.pdf\">Standards on Vulnerability for Enforcement Firms<\/a><\/p><p>The Standards raise the bar for the entire industry. At their core, they do two things:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c276e90 elementor-icon-list--layout-traditional elementor-list-item-link-full_width elementor-widget elementor-widget-icon-list\" data-id=\"c276e90\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"icon-list.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<ul class=\"elementor-icon-list-items\">\n\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<i aria-hidden=\"true\" class=\"fas fa-circle\"><\/i>\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-text\">Improve the way that enforcement firms and agents identify and respond to vulnerability <\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<i aria-hidden=\"true\" class=\"fas fa-circle\"><\/i>\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-text\">ensure repayment plans are sustainable and safe when people cannot repay in full. <\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t<\/ul>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f1df05b elementor-widget elementor-widget-text-editor\" data-id=\"f1df05b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>We have set out clear, practical steps that firms and agents must follow. These steps ensure vulnerable people are not harmed by the enforcement process, or pressured into payment plans that leave them unable to meet essential living costs.<\/p><p>The Standards follow a year of engagement with firms, agents, debt advisers, creditors, and people with lived experience. Their voices have shaped the final approach and we are deeply grateful for their input.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9b530a0 elementor-widget elementor-widget-text-editor\" data-id=\"9b530a0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Gweithredu<\/strong><\/p><p>The Standards take effect in January 2027. Firms must produce implementation plans by June 2026 to show how they, and the agents they employ, will prepare for this.<\/p><p>Over the summer, the ECB will work with stakeholders to produce supporting guidance, including practical examples. We will share more information soon on how you can support the developement of this guidance.<\/p><p>When the Vulnerability Standards come into effect in January 2027 we will merge them with the existing Standards, so that there is just one set of Standards for firms, and one for agents. The numbering of the Vulnerability Standards reflects this.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b059af9 elementor-widget elementor-widget-text-editor\" data-id=\"b059af9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Ymgynghori<\/strong><\/p><p>Getting the new Vulnerability Standards right is critical to achieving our mission and ensuring that people experiencing enforcement in vulnerable circumstances do not sustain unfair or worse outcomes.<\/p><p>We have been working to develop the Vulnerability Standards since April 2025. We carried out extensive engagement on our initial thinking, including workshops with firms, agents, people who have experienced enforcement and debt advice organisations, and a formal consultation.
