Daw wythnos yn unig ar \u00f4l i mi ddechrau yn fy r\u00f4l yn ffurfiol, ddydd Llun 6 Mawrth. Mae hyn felly yn disodli&#039;r diweddariadau sefydlog y mae Marc wedi bod yn eu darparu i&#039;r Bwrdd fel Cyfarwyddwr Prosiect. Rwy\u2019n hynod ddiolchgar i Marc am bopeth y mae wedi\u2019i wneud cyn i mi ddechrau, ac ers hynny, i helpu i sicrhau fy mod yn dechrau o safle o gryfder. Un o fy ffocws cynnar mewn gwirionedd oedd gweithio gyda Marc i drosglwyddo&#039;r holl faterion a phrosesau gweithredol.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.2 Sefyllfa arian parod bresennol<br><\/strong>Y sefyllfa arian parod ar 28 Chwefror 2023 oedd \u00a3431,549.08. Cyfanswm y gwariant ar gyfer mis Chwefror oedd \u00a325,634.25 yn erbyn rhagolwg o \u00a339,330. Yr incwm ar gyfer mis Chwefror oedd \u00a31,675. Mae chwe chwmni bach sydd eto i dalu eu hardoll ar gyfer sefydlu&#039;r ECB, ac rydym yn gwneud gwaith dilynol arnynt.<br><br><\/p>\n\n\n\n<p class=\"\">Y gwariant a ragwelir ar gyfer mis Mawrth yw tua \u00a368,000 gan gynnwys taliad i CIVEA ar ddiwedd mis Mawrth o \u00a329,105. Ar y sail hon, bydd y sefyllfa arian parod diwedd blwyddyn tua \u00a3360,000 positif (gan gynnwys y benthyciad o \u00a3176,000 gan CIVEA, sydd i\u2019w ad-dalu erbyn mis Mawrth 2024).<br><br><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.3 Cyfathrebu<br><\/strong>Rydym bellach wedi cyhoeddi dau flog Cadeirydd, sydd i&#039;w gweld ar ein gwefan. Rydym wedi defnyddio &#039;mailchimp&#039; i awtomeiddio&#039;r broses ac mae&#039;n ymddangos bod hyn yn gweithio&#039;n dda. Ar hyn o bryd mae gennym 53 o bobl wedi tanysgrifio i dderbyn y cylchlythyr, sydd hefyd yn cael cyhoeddusrwydd trwy gyfryngau cymdeithasol.<br><br><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.4 Ymateb i Adolygiad Ffioedd y Weinyddiaeth Gyfiawnder<br><\/strong>Fel y g\u0175yr y Bwrdd, cyflwynwyd ein hymateb i adolygiad ffioedd y Weinyddiaeth Gyfiawnder ar 19 Chwefror. Mae copi o&#039;n hymateb terfynol wedi&#039;i atodi yn Atodiad A er gwybodaeth \u2013 gweler isod.<br><br><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.5 Fforwm Ymgysylltu \u00e2 Rhanddeiliaid<br><\/strong>Cynhaliwyd Fforwm Ymgysylltu \u00e2 Rhanddeiliaid cyntaf yr ECB yn llwyddiannus ddydd Iau 23 Chwefror. Mae\u2019r gr\u0175p yn cynnwys cynrychiolwyr o\u2019r sefydliadau canlynol:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">CDER<\/li>\n\n\n\n<li class=\"\">Marston<\/li>\n\n\n\n<li class=\"\">Cristnogion yn Erbyn Tlodi<\/li>\n\n\n\n<li class=\"\">Ymddiriedolaeth Cyngor Ariannol<\/li>\n\n\n\n<li class=\"\">Elusen Dyled StepChange<\/li>\n\n\n\n<li class=\"\">CIVEA<\/li>\n\n\n\n<li class=\"\">Gorfodaeth Uchel Lys<\/li>\n\n\n\n<li class=\"\">Swyddogion Cymdeithas (HCEOA).<\/li>\n<\/ul>\n\n\n\n<p class=\"\">Rydym bellach wedi cytuno ar gylch gorchwyl y gr\u0175p ar gyfer cyfarfodydd yn y dyfodol. Cytunwyd hefyd y dylem wahodd cynrychiolydd o Cyngor ar Bopeth i gymryd rhan, a byddwn yn bwrw ymlaen \u00e2 hyn. Rhoddodd y gr\u0175p gefnogaeth eang i\u2019r cynllun busnes drafft, ynghyd \u00e2 rhywfaint o adborth yr ydym wedi\u2019i ystyried yn nrafft diweddaraf y cynllun.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.6 Cynllun Busnes Drafft<br><\/strong>Mae papur ar wah\u00e2n ar yr agenda ar y cynllun busnes drafft.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.7 Achredu<br><\/strong>Yn sgil y problemau gyda mesurydd rhagdalu, rydym wedi cael rhywfaint o sylw gyda rhai chwaraewyr yn y sector ynni o ran cefnogaeth i achrediad ECB. Mae hyn wedi cynnwys cyfarfod cynhyrchiol ag Octopus hyd yn hyn gyda chyfarfodydd pellach ar y gweill gydag Energy UK a Nwy Prydain.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.8 Recriwtio<br><\/strong>Rydym wedi sefydlu trefniant gyda gweithiwr AD proffesiynol profiadol i ddarparu cyngor llawrydd i ni hyd at un diwrnod yr wythnos, wrth i ni geisio adeiladu t\u00eem yr ECB a rhoi\u2019r polis\u00efau a\u2019r gweithdrefnau AD angenrheidiol ar waith.<br><br><\/p>\n\n\n\n<p class=\"\">Ym mis Chwefror lansiwyd ymgyrch i recriwtio Rheolwr Polisi a Materion Allanol, gyda chyfweliadau wedi&#039;u trefnu ar gyfer diwedd mis Mawrth.<br><br><\/p>\n\n\n\n<p class=\"\">Rydym mewn trafodaethau parhaus ynghylch y posibilrwydd o sicrhau secondai o\u2019r Weinyddiaeth Gyfiawnder, i ddarparu capasiti ac arbenigedd ychwanegol i gefnogi ein gwaith polisi arfaethedig. Mae&#039;r Weinyddiaeth Gyfiawnder wedi buddsoddi yn llwyddiant yr ECB a gallai hyn fod yn gyfle iddi ddangos ei chefnogaeth a darparu cymorth ymarferol. Byddaf yn rhoi gwybod i&#039;r Bwrdd am gynnydd.<br><br><\/p>\n\n\n\n<p class=\"\">Rwy&#039;n bwriadu dechrau recriwtio ar gyfer dwy swydd arall yn fuan. Y teitl gweithredol ar gyfer y rhain ar hyn o bryd yw:<br>\u2022 Cyfarwyddwr Polisi a Goruchwyliaeth<br>\u2022 Pennaeth Llywodraethu a Gweithrediadau (rhan amser)<br><br><\/p>\n\n\n\n<p class=\"\">Mae&#039;r swyddi hyn wedi&#039;u cynnwys yn y gyllideb ddrafft a byddant yn rhan annatod o allu cyflawni&#039;r camau gweithredu a nodir yn y cynllun busnes. Byddaf yn gweithio gyda&#039;n cynghorydd AD i ddechrau llunio disgrifiadau swydd. I\u2019r Cyfarwyddwr Polisi a Goruchwylio o leiaf, rwy\u2019n bwriadu defnyddio asiantau recriwtio i sicrhau ein bod yn cael maes cryf.<br><br><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.9 Trefniadau pensiwn<br><\/strong>Mae&#039;n ofynnol i&#039;r ECB sefydlu pensiwn gweithle ar gyfer ei weithwyr o fewn 6-7 wythnos o&#039;u cychwyn. Mae sefydlu trefniant felly yn flaenoriaeth. Rydym wedi cyfarwyddo Barnett Waddingham i sefydlu cynllun pensiwn ar ein cyfer, gan gynnwys cynnal adolygiad cyflym o\u2019r farchnad fach, er mwyn sicrhau ein bod yn gallu cynnig trefniant addas. Byddaf yn rhannu allbynnau\u2019r adolygiad hwn ag aelodau\u2019r Bwrdd pan fydd ar gael.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>6.10 Cyfarfodydd ac ymrwymiadau<br><\/strong>Isod mae rhestr o\u2019r prif gyfarfodydd allanol yr wyf wedi\u2019u cael yn ystod fy wythnos gyntaf:<br>\u2022 CIVEA \u2022 Uwch Feistr Fontaine<br>\u2022 Gr\u0175p CDER \u2022 Y Weinyddiaeth Gyfiawnder<\/p>\n\n\n\n<p class=\"\">Mae hyn yn dilyn rownd gychwynnol o gyfarfodydd rhagarweiniol a wneuthum cyn i mi ddechrau, a oedd yn cynnwys:<br>\u2022 Stepchange \u2022 Bristow a Sutor<br>\u2022 Ymddiriedolaeth Cyngor Ariannol \u2022 Swyddogion Gorfodi&#039;r Uchel Lys<br>\u2022 Canolfan y Gymdeithas Cyfiawnder Cymdeithasol<br>\u2022 Marstons \u2022 CIVEA<\/p>\n\n\n\n<p class=\"\">Yn ystod yr wythnosau nesaf, mae gennyf nifer o ymrwymiadau wedi&#039;u trefnu, gan gynnwys:<br>\u2022 Cyflwyno i&#039;r Gr\u0175p Cymryd Rheolaeth dros Dda<br>\u2022 Cyfarfod \u00e2 Stepchange i drafod y Gr\u0175p Seneddol Hollbleidiol ar Ddyled Bersonol<br>\u2022 Mynychu cyfarfod Bwrdd Cymdeithas Swyddogion Gorfodi&#039;r Uchel Lys<br>\u2022 Cyfarfod ag Energy UK<br>\u2022 Ymweld \u00e2 Rundles yn Market Harborough<br>\u2022 Cyfarfod \u00e2 Gweinidog dros Gyfiawnder Cymdeithasol Cymru<br>\u2022 Cyfarfod Arum<br>\u2022 Treulio bore gydag Asiant Gorfodi yn Swydd Stafford<br>\u2022 Cyfarfod gyda&#039;r Gwasanaeth Arian a Phensiynau<\/p>\n\n\n\n<p class=\"\">Rwyf hefyd yn y broses o gynllunio rhai ymweliadau \u00e2 chanolfannau cyswllt rhai o\u2019r elusennau cyngor ar ddyledion.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Atodiad A \u2013 Ymateb yr ECB i&#039;r Adolygiad o Ffioedd<\/strong><\/p>\n\n\n\n<p class=\"\">Ymateb y Bwrdd Ymddygiad Gorfodi i adolygiad y Weinyddiaeth Gyfiawnder o Reoliadau Cymryd Rheolaeth ar Nwyddau (Ffioedd) 2014<br><br><\/p>\n\n\n\n<p class=\"\">Mae\u2019r Bwrdd Ymddygiad Gorfodi (ECB) yn darparu arolygiaeth annibynnol o\u2019r diwydiant gorfodi er mwyn sicrhau bod pawb sy\u2019n destun camau gorfodi yng Nghymru a Lloegr yn cael eu trin yn deg.<br><br><\/p>\n\n\n\n<p class=\"\">Mae\u2019r ECB yn croesawu\u2019r adolygiad hwn, sy\u2019n ymdrin ag ystod o feysydd mewn perthynas \u00e2 Rheoliadau Cymryd Rheolaeth ar Nwyddau (Ffioedd) 2014 (sy\u2019n gwneud darpariaeth ar gyfer adennill ffioedd, oddi wrth y dyledwr, gan Asiantau Gorfodi sy\u2019n gwneud gwaith o dan y Gorchymyn Cymryd Rheolaeth ar Rheoliadau Da).<br><br><\/p>\n\n\n\n<p class=\"\">Mae\u2019r ECB yn annog y Weinyddiaeth Gyfiawnder (MoJ) i gynnwys y canlynol yn ei hystyriaeth:<br><br><\/p>\n\n\n\n<p class=\"\">1) Mae angen gosod tegwch ac atebolrwydd wrth galon y diwydiant gorfodi. Mae\u2019r diwydiant wedi cefnogi hyn yn gyhoeddus wrth gefnogi sefydlu\u2019r ECB i ddarparu trosolwg annibynnol o\u2019r sector ac i sicrhau tegwch i\u2019r rhai sy\u2019n profi camau gorfodi. Mae adolygiad y Weinyddiaeth Gyfiawnder o&#039;r ffioedd statudol ar gyfer camau gorfodi yn gyfle i danlinellu pwysigrwydd y diwydiant cyfan yn ymrwymo i oruchwyliaeth ac atebolrwydd yr ECB. Mae hyn yn arbennig o bwysig os yw\u2019r Weinyddiaeth Gyfiawnder yn penderfynu y dylai ffioedd godi er mwyn darparu t\u00e2l digonol i asiantau gorfodi. Gyda goruchwyliaeth annibynnol ar waith, nid ydym yn ystyried y dylai darparwyr sy&#039;n dewis peidio \u00e2 chael yr atebolrwydd hwn allu codi unrhyw ffioedd uwch; byddai hyn yn anfon y neges anghywir i&#039;r cyhoedd a&#039;r rhai sy&#039;n profi camau gorfodi, y disgwylir iddynt dalu&#039;r ffioedd.<br><br><\/p>\n\n\n\n<p class=\"\">2) Rydym yn croesawu&#039;r ffocws ar effaith y rheoliadau ffioedd ar gredydwyr. Rydym yn annog y Weinyddiaeth Gyfiawnder i ystyried pa newidiadau y gellid eu gwneud i gymell credydwyr yn well i gymryd cyfrifoldeb am effaith eu gweithredoedd ar y rhai sy\u2019n profi camau gorfodi, yn enwedig o ran nodi bregusrwydd.<br><br><\/p>\n\n\n\n<p class=\"\">3) Dylid ystyried effeithiolrwydd y canllawiau presennol sy\u2019n datgan \u201ccyn belled ag y bo modd\u201d dim ond un ffi gorfodi y dylid ei chodi am ddyledion lluosog sy\u2019n ddyledus i\u2019w casglu gan berson sengl sy\u2019n profi gorfodaeth.<br><br><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Cefndir<br><\/strong>Cr\u00ebwyd yr ECB gyda chytundeb rhwng y diwydiant gorfodi sifil ac elusennau cyngor ar ddyledion blaenllaw gan gynnwys yr Ymddiriedolaeth Cyngor Ariannol, Christians Against Poverty a Step Change.<br><br><\/p>\n\n\n\n<p class=\"\">Mae gan yr ECB, a fydd yn gweithredu'n annibynnol ar y diwydiant a'r Llywodraeth, fandad i sicrhau triniaeth deg ac amddiffyniad priodol i bobl sy'n destun camau gweithredu gan asiantau gorfodi.<br>Mae\u2019r ECB wrthi\u2019n datblygu ei gynllun busnes cyntaf, a fydd yn cael ei gyhoeddi\u2019n fuan.
