Ers dros flwyddyn mae\u2019r ECB wedi achredu\u2019r diwydiant gorfodi preifat, gan ddarparu goruchwyliaeth annibynnol dros 95% o\u2019r farchnad ar gyfer gorfodi sifil ac uchel lys o dan reoliadau Cymryd Rheolaeth ar Nwyddau yng Nghymru a Lloegr.<\/p>\n\n\n\n

Ond nid ydym erioed wedi ceisio achrediad gan y gwasanaethau gorfodi a weithredir yn uniongyrchol gan yr awdurdodau lleol eu hunain \u2013 hyd yn hyn.<\/p>\n\n\n\n

Mae'r ECB yn credu y dylai aelodau'r cyhoedd allu disgwyl yr un safonau ac amddiffyniadau ni waeth pwy sy'n gorfodi eu dyled.<\/p>\n\n\n\n

Felly yr hydref hwn mae'r ECB wedi bod yn gwahodd ceisiadau am achrediad gan 'dimau mewnol' awdurdodau lleol, sy'n golygu y byddant yn cael eu goruchwylio gan yr ECB, wrth i ni gyflawni ein cenhadaeth i wneud yn si\u0175r bod y rhai sy'n profi gorfodi yn cael eu trin yn deg.<\/p>\n\n\n\n

Mae'n bleser gennyf gyhoeddi bod chwe th\u00eem mewnol y cyngor bellach wedi'u hachredu gan yr ECB: Wrecsam; Bwrdeistref Merton yn Llundain; Sir y Fflint; Durham; Bwrdeistref Southwark yn Llundain; a'r Anglia Revenues Partnership (sy'n cynnwys cynghorau Gorllewin Suffolk, Breckland, Dwyrain Swydd Gaergrawnt, Dwyrain Suffolk a Fenland).<\/p>\n\n\n\n

Efallai eich bod yn meddwl nad yw chwe th\u00eem mewnol yn swnio'n llawer. Ond trwy achredu, mae'r cynghorau wedi torri tir newydd.<\/p>\n\n\n\n

Nhw yw\u2019r cyntaf i wneud ymrwymiad cyhoeddus i\u2019w trigolion o blaid tegwch a safonau uchel pan fydd angen iddynt orfodi dyled treth gyngor, dirwyon parcio ac \u00f4l-ddyledion eraill. Arian a all fod mor bwysig wrth helpu i ddarparu gwasanaethau cyhoeddus hanfodol.<\/p>\n\n\n\n

Mae\u2019r cynghorau\u2019n cynnwys rhai o awdurdodau mwyaf y sir, a disgwyliwn y bydd eu hesiampl yn annog cynghorau eraill sydd \u00e2\u2019u gwasanaethau gorfodi eu hunain i ddod ymlaen i gael eu hachredu, sy\u2019n parhau i fod ar agor ar gyfer ceisiadau drwy gydol y flwyddyn.<\/p>\n\n\n\n

Gall dau ffactor helpu awdurdodau gyda'u penderfyniad i geisio achrediad ECB ar gyfer eu timau mewnol.<\/p>\n\n\n\n

Yn gyntaf, ni fydd rheolaeth unrhyw gwynion am weithredoedd t\u00eem 'mewnol' yn newid. Bydd cwynion yn parhau i fynd i\u2019r awdurdod lleol ac yna i\u2019r Ombwdsmon perthnasol yn yr un modd ag y maent yn ei wneud yn awr.<\/p>\n\n\n\n

Yn ail, mae'r ardoll i dalu am achrediad i'r ECB wedi'i gosod ar 0.3% o'r ffioedd a geir o orfodi. Mae hyn ar lefel is na'r ardoll a godir ar gwmn\u00efau preifat. Bwriedir iddo adlewyrchu\u2019r ffaith bod angen i gynghorau ariannu gwasanaethau cyhoeddus hanfodol.<\/p>\n\n\n\n

Fel cymhelliant cynnar, ni fydd unrhyw beth i\u2019w dalu tan 2025-26 ychwaith, felly gall unrhyw gynghorau sy\u2019n gwneud cais gyflawni achrediad nawr heb godi ardoll tan fis Mehefin 2025.<\/p>\n\n\n\n
