Rydyn ni nawr yn barod am beth bynnag a ddaw i&#039;r ECB drwy&#039;r gwasanaeth newydd hwn ac yn edrych ymlaen at fynd ati.<br><br><\/li>\n\n\n\n<li class=\"\">Mae hefyd yn hynod o braf gweld y safonau newydd ar gyfer Asiantau Gorfodi yn dod i rym a gweld Cwmn\u00efau Gorfodi yn dechrau gweithredu\u2019r safonau cadarn, a ddaw i rym yn llawn o fis Ebrill.<br><br><\/li>\n\n\n\n<li class=\"\">Roedd ein gwaith trwy gydol y llynedd yn cynyddu hyd at lansiad mis Ionawr o oruchwylio gweithredol ac felly mae&#039;n teimlo&#039;n arwyddocaol iawn ein bod wedi cyrraedd y cam hwn. Wedi dweud hynny, erys llawer o waith pwysig i\u2019r ECB, a\u2019r sector cyfan, ei wneud yn ystod 2025 i wneud gwahaniaeth gwirioneddol i\u2019n cenhadaeth.<\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Diweddariad rheolaeth ariannol<\/strong><\/p>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li class=\"\">Mae&#039;r ail rownd o gasglu ardoll bellach wedi&#039;i chwblhau. Mae&#039;r broses wedi bod yn llyfn iawn ac rydym ar y trywydd iawn i wireddu ein hincwm rhagamcanol ar gyfer y flwyddyn unwaith y bydd y ffioedd trwyddedu i gyd wedi&#039;u casglu. Mae cytundeb taliad fesul cam wedi&#039;i wneud gydag un cwmni ac mae ganddynt un taliad i&#039;w wneud eto. Er bod hyn yn effeithio ar lif arian yr ECB, nid yw&#039;n niweidiol i&#039;n gweithrediad.<br><br><\/li>\n\n\n\n<li class=\"\">Mae&#039;r rhagfynegiad, a gymeradwywyd yng nghyfarfod y Bwrdd ym mis Hydref, wedi disodli&#039;r gyllideb wreiddiol a dyma&#039;r targed yr ydym bellach yn mesur gwariant gwirioneddol yn ei erbyn. Cyfanswm y gwariant ar gyfer y flwyddyn hyd at 31 Rhagfyr 2024 yw \u00a3858k yn erbyn yr ail ragolwg o \u00a3871k, sy&#039;n cynrychioli tanwariant o \u00a313k. Mae&#039;r rhan fwyaf o&#039;r amrywiadau mawr yn y llinellau cyllideb o ganlyniad i faterion graddol yn hytrach na gorwariant\/tanwariant a disgwylir i ni orffen y flwyddyn yn unol \u00e2&#039;r rhagfynegiad. Fel bob amser, mae&#039;r gyllideb yn cael ei monitro&#039;n weithredol ac mae&#039;r Pwyllgor Gwaith yn hyderus nad oes unrhyw feysydd sy&#039;n peri pryder.<br><br><\/li>\n\n\n\n<li class=\"\">Bydd y gyllideb ddrafft ar gyfer 2025\/26 yn cael ei chyflwyno yn y cyfarfod Bwrdd hwn gyda&#039;r Cynllun Busnes Drafft.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Diweddariad staffio<\/strong><\/p>\n\n\n\n<ol start=\"8\" class=\"wp-block-list\">\n<li class=\"\">Ers cyfarfod diwethaf y Bwrdd, rydym wedi croesawu ein Rheolwr Polisi newydd i\u2019r t\u00eem \u2013 ymunodd Leonora Miles \u00e2 ni ar 13 Ionawr ar \u00f4l gweithio i Macmillan ar bolisi bregusrwydd ariannol. Ar 27 Ionawr hefyd bydd ein Cyfarwyddwr Materion Allanol newydd, Louise Rubin, yn ymuno \u00e2 ni.<br><br><\/li>\n\n\n\n<li class=\"\">Rydym hefyd wedi lansio ymgyrch recriwtio ar gyfer Pennaeth Risg a Chydymffurfiaeth a fydd yn arwain y gwaith o gynllunio ein swyddogaeth oruchwylio. Mae ceisiadau ar gyfer y r\u00f4l hon yn cau ganol mis Chwefror ac rydym yn bwriadu cynnal cyfweliadau ddechrau mis Mawrth. Roeddem wedi ceisio sicrhau secondiad ar gyfer y r\u00f4l hon yn y lle cyntaf ond ni allem wneud i hyn weithio.<br><br><\/li>\n\n\n\n<li class=\"\">Fel y nodwyd mewn gohebiaeth \u00e2&#039;r Bwrdd, bydd y Cyfarwyddwr Llywodraethu Corfforaethol yn gadael yr ECB yn y Gwanwyn (bydd colled fawr ar ei h\u00f4l) ac rydym yn ceisio dod \u00e2 rhywun arall i mewn ar sail cyfnod penodol cychwynnol o 12 mis. Dylem allu rhoi diweddariad ar hyn yng nghyfarfod y Bwrdd.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Achrediad<\/strong><\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list\">\n<li class=\"\">Fe\u2019n hysbyswyd bod y gr\u0175p Gorfodi Uchel Lys olaf sy\u2019n weddill gydag unrhyw fath o raddfa nad yw wedi\u2019i hachredu gan yr ECB eto, yn debygol o wneud cais am achrediad yn fuan.<br><br><\/li>\n\n\n\n<li class=\"\">Mae nifer y timau mewnol achrededig mewn Awdurdodau Lleol yn parhau i fod, yn gyhoeddus, yn saith \u2013 LB Merton, Wrecsam, Sir y Fflint, Partneriaeth Refeniw Anglia, Durham, LB Southwark ac, ychydig cyn y Nadolig, Conwy. Rydym yn parhau i annog mwy o geisiadau am achrediad, ac rydym yn disgwyl diddordeb newydd yn dilyn cyhoeddi Llythyr Gwybodaeth Treth y Cyngor diweddaraf yr MHCLG ar 9 Ionawr, a roddodd gefnogaeth amlwg i achredu.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Datblygu Safonau ECB<\/strong><\/p>\n\n\n\n<ol start=\"13\" class=\"wp-block-list\">\n<li class=\"\">Yn dilyn cyhoeddi&#039;r safonau ar gyfer cwmn\u00efau ac asiantau, mae&#039;r safonau ar gyfer asiantau bellach wedi dod i rym yn llawn. Rydym wedi gofyn i bob cwmni roi hunanasesiad i&#039;r ECB o&#039;u cydymffurfiaeth \u00e2 safonau&#039;r cwmni erbyn 1 Ebrill. O&#039;r pwynt hwn, byddwn yn defnyddio&#039;r safonau hyn yn llawn wrth benderfynu ar gwynion.<br><br><\/li>\n\n\n\n<li class=\"\">Yn ystod yr ychydig wythnosau nesaf, byddwn yn cyhoeddi canllawiau i gyd-fynd \u00e2\u2019r safonau gan gynnwys canllawiau ar gred resymol, contractio a th\u00e2l ac ymgysylltu \u00e2 thrydydd part\u00efon. Mae\u2019r canllawiau hyn wedi elwa o fewnbwn gan aelodau ein panel o arbenigwyr yn y diwydiant ac arbenigwyr cyngor ar ddyledion ac mae hefyd wedi\u2019i adolygu gan arweinydd y Bwrdd yn y maes hwn a\u2019r Cadeirydd.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Trin cwynion<\/strong><\/p>\n\n\n\n<ol start=\"15\" class=\"wp-block-list\">\n<li class=\"\">Ar 6 Ionawr aeth ein system gwynion yn fyw felly rydym bellach yn gallu derbyn a phrosesu cwynion am gamau gorfodi a ddigwyddodd ar \u00f4l 1 Ionawr 2025.<br><br><\/li>\n\n\n\n<li class=\"\">Ar adeg dosbarthu\u2019r adroddiad hwn nid ydym wedi derbyn unrhyw gwynion eto a disgwyliwn y bydd ychydig wythnosau cyn i ni dderbyn unrhyw gwynion y gallwn wneud penderfyniad yn eu cylch oherwydd y gofyniad i gwmn\u00efau fod wedi ystyried y g\u0175yn yn y lle cyntaf.<br><br><\/li>\n\n\n\n<li class=\"\">Rydym hefyd wedi gwneud cynnydd o ran cytuno ar Memorandwm Cyd-ddealltwriaeth gydag ombwdsmyn perthnasol eraill, rydym wedi cael sgyrsiau cychwynnol gyda&#039;r LGSCO a byddwn yn cyfarfod \u00e2 nhw ddechrau mis Chwefror i gytuno ar delerau. Rydym hefyd wedi cysylltu \u00e2\u2019r swyddogion perthnasol yn Ombwdsmon Gwasanaethau Cyhoeddus Cymru i drefnu cyfarfod i drafod paramedrau Memorandwm Cyd-ddealltwriaeth ac wedi trefnu dyddiad i\u2019r Ombwdsmon gwrdd \u00e2\u2019r Cadeirydd ym mis Chwefror. Yn ogystal \u00e2 hyn, rydym wedi cael trafodaethau rhagarweiniol gyda Chymdeithas Swyddogion Gorfodi&#039;r Uchel Lys i gytuno ar Memorandwm Cyd-ddealltwriaeth gyda nhw.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Cofrestru ICO<\/strong><\/p>\n\n\n\n<ol start=\"18\" class=\"wp-block-list\">\n<li class=\"\">Rydym bellach wedi cofrestru gyda&#039;r ICO, fel y cynlluniwyd. Y Cyfarwyddwr Gwasanaethau Corfforaethol yw ein Swyddog Diogelu Data. Mae eitem ar wah\u00e2n ar yr agenda mewn perthynas ag ICO a diogelu data yn fwy cyffredinol.<\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Data Returns<\/strong><\/p>\n\n\n\n<ol start=\"19\" class=\"wp-block-list\">\n<li class=\"\">Yn dilyn cyflwyno canlyniadau cyfunol y cynllun peilot Ffurflen Data llwyddiannus cyntaf i\u2019r Bwrdd ym mis Tachwedd (na fydd yn cael ei gyhoeddi), agorodd yr ail gyfnod Ffurflen Data ar 1 Ionawr 2025 a bydd yn rhedeg tan 30 Mehefin. Bydd canlyniadau cyfun, dienw y DR2 hwn yn cael eu cyhoeddi yn ddiweddarach yn 2025, tra bydd ffurflenni unigol yn cael eu defnyddio\u2019n fewnol am y tro cyntaf gan yr ECB fel tystiolaeth yn ei waith craffu a goruchwylio gyda chwmn\u00efau. Mae m\u00e2n newidiadau wedi bod i wella&#039;r ffurflen DR a&#039;r canllawiau. Er gwybodaeth, mae&#039;r dogfennau diwygiedig wedi&#039;u hatodi&#039;n llawn i bapurau&#039;r Bwrdd.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Ymgysylltu \u00e2 chredydwyr<\/strong><\/p>\n\n\n\n<ol start=\"20\" class=\"wp-block-list\">\n<li class=\"\">Gyda&#039;r ffocws ar Ffurflenni Data ac achredu timau mewnol awdurdodau lleol, nid ydym wedi gallu canolbwyntio llawer yn ddiweddar ar ymgysylltu ehangach \u00e2 chredydwyr. Fodd bynnag, bydd y Cyfarwyddwr Credydwyr a&#039;r Llywodraeth yn ystyried cynllun ehangach ar gyfer ymgysylltu \u00e2 Chyfarwyddwr Materion Allanol newydd yr ECB pan fydd yn cyrraedd ddiwedd mis Ionawr.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Communications and Engagement<\/strong><\/p>\n\n\n\n<ol start=\"21\" class=\"wp-block-list\">\n<li class=\"\">Hyd nes y bydd y Cyfarwyddwr Materion Allanol newydd yn dechrau ar 27 Ionawr, rydym heb gymorth cyfathrebu neu faterion cyhoeddus arbenigol am rai wythnosau.<br><br><\/li>\n\n\n\n<li class=\"\">Rydym wedi cadw i fyny \u00e2&#039;n holl gyfraniadau arferol i&#039;r wasg fasnachol ac wedi cynnal ein presenoldeb ar y cyfryngau cymdeithasol. Gwnaethom hefyd gyhoeddi pecyn allweddol isel o weithgarwch cyfathrebu ynghylch lansio&#039;r broses o ymdrin \u00e2 chwynion ar 6 Ionawr. Rydym yn bwriadu gwthio mwy ar ymwybyddiaeth y cyhoedd o hawliau i gwyno yn ddiweddarach eleni, unwaith y bydd ein systemau wedi cael eu profi gydag achosion gwirioneddol.<br><br><\/li>\n\n\n\n<li class=\"\">Edrychwn ymlaen at weld y Cyfarwyddwr Materion Allanol newydd yn ymuno ac yn rhoi mwy o sylw a ffocws strategol i\u2019r maes hwn am y misoedd nesaf.<br><\/li>\n<\/ol>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"\"><strong>Political strategy and public affairs<\/strong><\/p>\n\n\n\n<ol start=\"24\" class=\"wp-block-list\">\n<li class=\"\">Nid ydym eto wedi derbyn dyddiad ar gyfer cyfarfod rhagarweiniol gyda\u2019r Gweinidog Llysoedd a Gwasanaethau Cyfreithiol newydd, yn dilyn canslo\u2019r cyfarfod a drefnwyd gyda Heidi Alexander AS ym mis Rhagfyr pan gafodd ei phenodi\u2019n Ysgrifennydd Gwladol dros Drafnidiaeth.
