The Enforcement Conduct Board is pleased to announce the appointment of two new Board members: Caroline Wells and Delroy Corinaldi.
Both Caroline and Delroy bring a deep commitment to the ECB’s mission. Their appointments strengthen the Board’s collective expertise across enforcement, consumer protection, and debt.
Caroline Wells has built a career spanning over 35 years across regulated and unregulated industries, in both the private and public sectors. She spent two decades at the Financial Ombudsman Service and served for six years on the Civil Enforcement Association’s CARE panel. Caroline is widely recognised for her expertise in complaints handling best practice, and was recently named on the 2025 Industry Leaders List for her impact on dispute resolution in debt recovery and enforcement.
Delroy Corinaldi has advised consumer groups, charities, and businesses on strategy, communications, and reputation management throughout his career. His previous roles include Director of External Affairs at StepChange Debt Charity, and senior positions at Wonga and Which?. Delroy began his career in public affairs as an advisor to parliamentarians and currently serves as a trustee for several organisations, including New Philanthropy Capital and The Daniel Phelan Trust.
ECB Chair, Catherine Brown, said,
“Caroline and Delroy bring knowledge and experience of both the enforcement industry and the debt advice sector. Their strong commitment to ECB’s mission of making sure everyone experiencing enforcement is treated fairly makes them outstanding additions to our board.
These were hotly contested appointments and I was impressed by the scale and calibre of interest in our board. I’d like to extend my sincere thanks to everyone who applied.”
Caroline Wells commented,
“The enforcement industry is going through a period of change, and I look forward to supporting the ECB in its work to bring about greater consumer protection and the raising of industry standards.”
Delroy Corinaldi added,
“At this pivotal time for the enforcement sector, I look forward to collaborating with my fellow Board members to strengthen public trust and advocate for practices that protect vulnerable communities.”
The appointments come as existing Board member, Jenny Watson CBE, prepares to step down. The ECB is deeply grateful for the insight Jenny has provided during her time on the Board.
