ECB commissioned award winning M.E.L to lead first of its kind research into doorstep interactions of enforcement agents. Researchers visited a selection of ECB accredited enforcement firms, of all sizes, and choosing and viewing random samples of body worn video (BWV) taken during enforcement visits. The samples videos were assessed by the researchers against criteria that the ECB have developed in collaboration with debt advice and enforcement industry experts.
ECB commissioned independent research agency, Thinks Insight and Strategy to run a series of workshops with enforcement agents as well as carrying out a number of depth interviews with those who have lived experience of enforcement action. This research was conducted in May 2024 as part of the engagement for our standards project
ECB commissioned Revealing Reality to research some people’s experience of enforcement action.

First Local Authorities sign up to be ECB accredited
6th December 2024 The Enforcement Conduct Board (ECB) is pleased to announce that six in house enforcement teams at local authorities across England and Wales have signed up to the ECB’s Accreditation Scheme. The authorities are: The group includes some of the larger and more established in-house teams in the market, as well as some newer ones . By signing up for the ECB’s independent oversight, the local authorities are making a public commitment to fairness and accountability when it comes to the recovery of public sector debts. They are also committing to meet new, higher standards for enforcement work. Reflecting on a Year of Milestones and Looking Ahead
As 2024 winds down and a new year approaches, it’s timely to reflect on the significant progress that has been made over the last year, to get the ECB and wider sector ready for the start of full operational oversight from January 2025. From setting new industry standards and developing our complaints scheme to commissioning groundbreaking research, there have been many important milestones delivered as we progress our mission to ensure that everyone who experiences enforcement action is treated fairly. And all of this has been made possible by ongoing and significant constructive engagement and input from the enforcement industry, debt advice sector, creditors and our wider stakeholders.
